The neck is tied with a two tone yellow/green and blue ribbon. It is fully lined in PINK cotton broadcloth and bound by yellow bias tape. It is measured in a Medium for the TOY Breed dog. It has heavy duty Velcro at the neck and at the chest. It has a metal D-Ring loop so you can use it with your leash. It has 15-16 inch chest, and a 11 inch neck.
